Dr. Cho has been a researcher and evaluator on projects funded at the federal, state, and county levels. She has applied rigorous quantitative and mixed methods evaluation methodology to a variety of projects. She has conducted all stages of research and evaluation studies: designing studies, collecting data, analyzing data, and submitting reports to government agencies and foundations.

In the University of Missouri College of Education & Human Development (CEHD), Dr. Cho applied these skills to the accreditation by the Council for the Accreditation of Educator Preparation. She conducted performance evaluation of teacher training programs on P-12 student learning, teaching effectiveness, and the satisfaction of employers and completers. Previously, she served as an evaluator for a SAMSA-PBHCI Integrated Care Project on quality improvements using six-month interval reassessment data to monitor intervention effectiveness.

She received her Ph.D. in Sociology from the University of Missouri.
